Small Call (for Android)

Small Call is an Android app designed to minimize app-interruption on Android when you receive a call or text?a? good idea, because some apps may not recover well from an incoming call or text message when they are running in the background. Small Call does not provide much benefit over the native Android OS capabilities overall, but if you have a particular background-running app that becomes unstable when you get a call or text, you may want to check out Small Call (.99 GooglePlay).

Configuring
After installing and launching the app, you get a couple of settings choices. A toggle slide switch lets you enable or disable Small Call. You can also adjust the opacity of a pop-up menu that the app displays?that is, the amount of contrast between the menu's icons and the background.

You can tell Small Call to prevent calls and texts from interrupting the main task you're doing with your device in a few ways. For incoming calls, you can choose to simply reject the call with no further action, send the call to voicemail, or pick up and then hang up on the caller?a rather extreme solution. These actions are performed via a pop-up overlay that Small Call displays when a call or text is received.

You can also opt to use Small Call to handle incoming texts. When you receive a text, the Small Call pop up overlay shows you the message, tells you who the message is from, and lets you ignore it or shoot a text back.? The default text message to send is set as "Can't talk now, what's up?" which encourages the person contacting you to text you again, further disturbing you when you don't want to be interrupted in the first place. Fortunately, you can set a custom message up to 250 characters.

Testing
I tested Small Call on my rather dated?Droid 3?with three apps running: a game called Stand o' Food 3, Spotify, and a stopwatch app.? I also tested writing a text message while getting an incoming call with Small Call enabled. I set Small Call to send ignored calls to VM.

With Small Call enabled and the Stand o' Food game running, I saw the app's overlay screen give me the option to Ignore, Text, or Answer. As was always the case before I installed Small Call, my game was interrupted with Small Call handling the call. My call was sent to VM as I configured the app to do. Although my game was interrupted, at least the game app was still open so I could quickly re-launch the game, but that's always the case.

Next I ran a critical stopwatch app I use to test device performance with Small Call enabled. This was where I find value in Small Call. Normally, when I get a call with my stopwatch app running, I get the Android phone call interface, which blocks my view of the stopwatch and sometimes stops the countdown. With Small Call handling incoming calls, I instead get a little pop-up window at the bottom of my screen so I can handle the call and keep an eye on my countdown.

With Spotify streaming music and Small Call enabled, I did get the Small Call screen and could choose to ignore the call and send it to VM. Enabling Small Call made no difference while using Spotify, because I can handle the calls pretty much the same way natively with Android and Spotify will go back to streaming music with or without Small Call.

Next, I tested what happens when I'm in the middle of writing a text message and the phone rings. This is one of the most annoying interruptions with an Android phone, because you are almost always guaranteed to lose your place typing the message (although my phone natively does a good job of saving a draft message, instantly). When I received an inbound call in the middle of typing a text, the Small Call pop-up overlay appeared, and I was able to ignore the call and send it to voicemail. The message was saved as a draft and I was able to go to creating the text. Again though, Android handles interrupted text messages like that, anyway.

Good Perhaps for Some Apps
Since I last tested Small Call, the developers have done a good job of fixing some bugs that caused the app to crash every once in a while. The value of Small Call really depends on the apps you have running in the background. With Spotify Small Call makes no difference, but for my stopwatch app, Small Call helps. If you run an app that acts flaky whenever you receive a call or text, give Small Call a try.

One and done at Oscars for MacFarlane

NEW YORK (AP) ? It looks like it's one and done at the Oscars for Seth MacFarlane.

The "Family Guy" creator was asked on his Twitter account whether he'd consider hosting the Academy Awards again and he replied: "No way. Lotta fun to have done it, though."

MacFarlane's edgy comedy proved a polarizing force on Sunday's Academy Awards, with jokes about domestic violence, women's bodies and Jews in Hollywood that offended some viewers. The Oscars did get their biggest audience in three years, however, with particular growth among young viewers.

MacFarlane's spokeswoman said Tuesday she had nothing to add to the tweet.

Hagel takes helm at Pentagon after bitter fight

(AP) ? Chuck Hagel took charge Wednesday of the Defense Department with deep budget cuts looming and Republican opponents still doubtful that he's up to the job.

He took the oath of office as Secretary of Defense at the Pentagon and was expected to address civilian and uniformed employees of the department later Wednesday morning.

The bitter, seven-week fight over his nomination ended Tuesday as a deeply divided Senate voted 58-41 to confirm him. Just four Republicans joined Democrats in backing the former two-term Republican senator from Nebraska and twice-wounded Vietnam combat veteran.

"I am honored that President Obama and the Senate have entrusted me to serve our nation once again," Hagel said in a statement Tuesday. "I can think of no greater privilege than leading the brave, dedicated men and women of the Department of Defense as they perform vital missions around the globe."

Hagel promised to work closely with Congress, but he faces lingering reservations about his ability to handle the responsibilities. Shortly after the vote, Sen. Lindsey Graham said he still has serious questions about Hagel and his qualifications.

"I hope, for the sake of our own national security, he exceeds expectations," said the South Carolina Republican.

The top Republican on the Armed Services Committee, Sen. Jim Inhofe of Oklahoma, said Hagel's record on Israel, Iran, defense spending and nuclear weapons "demonstrate, in my view, a profound and troubling lack of judgment on many of the critical issues he will now be confronted with as secretary of defense."

But Inhofe promised to work with Hagel to avoid the $46 billion in automatic, across-the-board budget cuts that hit the Pentagon on Friday.

Obama alluded to the need for cooperation in his statement welcoming the vote.

The president said he was grateful to Hagel "for reminding us that when it comes to our national defense, we are not Democrats or Republicans, we are Americans, and our greatest responsibility is the security of the American people."

Hagel joins Obama's retooled national security team, including Secretary of State John Kerry and CIA Director-designate John Brennan, at a time of uncertainty for a military emerging from two wars and fighting worldwide terrorism with smaller, deficit-driven budgets.

Among his daunting challenges are dealing with the budget cuts and deciding on troop levels in Afghanistan as the United States winds down its combat presence. He also will have to work with lawmakers who spent weeks vilifying him.

Republicans insisted that Hagel was battered and bloodied after their repeated attacks during the protracted political fight.

"He will take office with the weakest support of any defense secretary in modern history, which will make him less effective on his job," said Sen. John Cornyn of Texas, the Senate GOP's No. 2 Republican.

Not so, said Democratic Sen. Jack Reed, who pointed out that Hagel now has the title and the fight is history.

"All have to work together for the interest of the country," said Reed, D-R.I.

The vote ended one of the bitterest fights over a Cabinet choice and former senator since 1989, when the Democratic-led Senate defeated newly elected President George H.W. Bush's nomination of Republican John Tower to be defense secretary. This time, Republicans waged an unprecedented filibuster of a president's Pentagon pick and Hagel only secured the job after Republicans dropped their delay.

A 71-27 vote to end the filibuster cleared the way for Hagel's confirmation.

In the course of the rancorous nomination fight, Republicans, led by Inhofe and freshman Sen. Ted Cruz of Texas, insinuated that Hagel has a cozy relationship with Iran and received payments for speeches from extreme or radical groups. Those comments drew rebukes from Democrats and some Republicans.

Sen. Carl Levin, D-Mich., the chairman of the Armed Services Committee, dismissed the "unfair innuendoes" against Hagel and called him an "outstanding American patriot" whose background as an enlisted soldier would send a positive message to the nation's servicemen and women.

Sen. Claire McCaskill, D-Mo., questioned how the confirmation process devolved into a character assassination in which Hagel was accused of "having secret ties with our enemies."

"I sincerely hope that the practice of challenging nominations with innuendo and inference, rather than facts and figures, was an aberration and not a roadmap," she said in a statement after the vote.

Inmarsat announces new scalable L-TAC service for defence market ...

Inmarsat

Delivers robust, low cost tactical satellite communications from users? existing military radios

MilSatCom, Dubai, 28 February 2013: Inmarsat, (LSE:ISAT.L), the leading provider of global mobile satellite communications services, is expanding the availability of mobile tactical Beyond-Line-of-Sight (BLOS) communications to a broad range of new government users through the innovative exploitation of the capabilities of its L-band satellites.

The company today announced its plan to launch L-TAC, a new L-band service, which will deliver a ?UHF-like? tactical satellite capability for use with existing UHF tactical radios for approved government customers at low cost.

UHF tactical satellite capability is in very high demand by government customers because of its suitability to create Beyond-Line-of-Sight Push-to-Talk networks using tactical radios either man-portable or installed in vehicles, helicopters, ships or other mobile platforms.? Inmarsat?s L-TAC service complements this existing UHF tactical capacity, providing additional capability when UHF capacity is unavailable. Inmarsat?s powerful Inmarsat-4 constellation of satellites provides this capability across the world, with the additional benefit of supporting small antennas for BLOS communications on the move.

To access the service, users require only a small antenna adaptor for their existing tactical radio, which replaces their existing UHF antenna.? Inmarsat has partnered with Spectra Group to develop the Slingshot? adaptor, which is expected to be commercially available in late Q2 2013.? Designed with the soldier in mind, Slingshot? will work with existing tactical military radios and with minimal additional training, will provide Beyond-Line-of-Sight communications without the need for additional infrastructure. Slingshot? combined with Inmarsat?s L-TAC leased service is fully flexible and designed to meet security and reliability requirements cost-effectively. ?Users will be able to lease the service for a fixed period with leases as short as one month.

Andy Start, President, Inmarsat Global Government, said: ?We are delighted to be launching this new service in partnership with Spectra. L-TAC will enable militaries to exercise greater command and control through existing tactical radios at a realistic cost with leases available for periods as short as one month at a time. The operational benefits for soldiers on the ground are enormous, providing low risk, highly resilient and easy to use connectivity independent of local infrastructure or terrain.?

Simon Davies, Managing Director, Spectra Group commented: ?This service will enable governments to provide enhanced satellite and radio communications without large capital expenditure. As governments around the world review military budgets, this is a highly compelling offer.?

AP: 185K spyware images sent to Aaron's computers

PITTSBURGH (AP) ? Court documents in a class-action lawsuit against furniture rental company Aaron's Inc. allege spyware installed on rented computers secretly sent more than 185,000 emails back to the company, including some capturing webcam images of naked children and people having sex.

The documents filed Wednesday in federal court in western Pennsylvania say the Atlanta-based rental company hasn't informed at least 800 customers whom plaintiffs say were targeted by spyware made by a Pennsylvania company.

Attorneys for the rental customers say the emails sometimes contained pictures secretly taken by the computers' webcams or other sensitive information including Social Security numbers and customer keystrokes.

Aaron's said it was preparing a statement in response to the lawsuit that would be released later Wednesday.

The Internal Revenue Service has released data reflecting electronic tax filing last year, showing a trend towards Web-based filing services while anticipating usage of its Web and mobile offerings in 2013.

Last year, 80 percent of all individual returns were filed electronically, according to the IRS. 340 million people visited www.irs.gov during the period, up 17 percent versus 2011.

The IRS launched a revamped website and mobile platform in August 2012. The mobile application, IRS2Go, has been downloaded more than 800,000 times. The expanded platform seeks to simplify access to information and improve accessibility, but it has not been without hiccups ? the IRS issued a warning this month that heavy usage of both the Web and mobile version of the ?Where?s My Refund?? feature could potentially overwhelm its systems, prompting a request that users only access the program once per day.

The IRS has assigned 3,000 employees to work on identity theft-related issues in late 2012. That number was over double from the same period in 2011, when the IRS was able to prevent $20 billion in fraudulent refunds.

The federal tax treatment of charitable contributions was the subject of a recent report by the staff of the nonpartisan Joint Committee on Taxation, outlining the impact of the related deduction and casting a spotlight on an issue that has been closely watched by the nation?s nonprofits.

Presented to the House Ways and Means Committee on Feb. 14, the report listed several proposals for reforming a tax credit that dates back to 1917. At a time when governments are hungry for revenue, the report estimates that a projected $217.89 billion in charitable donations by individuals in 2011 lead to a federal tax expense of $37.59 billion.

Proposals for reforming the code include extension of the benefit to those with non-itemized tax filing, something proponents say would open the credit to lower-income taxpayers. Other proposals include a cap on overall deductions, a minimum level of giving before the tax benefit activates and an overall cap in allowable deductions for taxpayers.

A 2012 survey by the Center on Philanthropy at Indiana University found that nearly one-third of high-net-worth individuals cited tax benefits as a factor in their giving [see "Charitable giving remained strong through recession," Jan. 7, 2013].

A partner at St. Helena?s Brotemarkle, Davis & Company has received the President?s Volunteer Service Award, recognizing his history in helping to teach financial literacy to high school students in Napa County, according to an announcement from the firm.

Craig Underhill received the award after 15 years of service as chair of the board for Junior Achievement of Napa County. The recognition, from the Corporation for National and Community Service, was presented during the February meeting of Junior Achievement of Northern California in San Francisco. ?

In that role, Mr. Underhill has helped recruit volunteers, raise funds and coordinate class sessions for financial literacy education in the county?s schools. Mr. Underhill has personally taught more than 400 students during his tenure at Junior Achievement, part of the national organization Junior Achievement USA.

The award was created as an initiative under the administration of President George W. Bush in 2003 and recognizes those who have volunteered significant time over either a 12-month period or during a lifetime.

The importance of financial literacy education has been highlighted in recent years by the administration of President Barack Obama and California State Superintendent Tom Torlakson, along with the California Society of CPAs and a number of lenders in the North Bay and beyond [see "Financial, nonprofit, schools join on financial literacy," March 26, 2012].

Libertarian paternalism and school lunches: Guiding healthier behavior while preserving choices

Feb. 26, 2013 ? The term 'libertarian paternalism' is a peculiar phrase because it invokes feelings about two seemingly contradictory philosophies. Yet, as a principle of the behavioral sciences, this phrase actually implies gentle guidance, without force.

Recently, the USDA passed regulations designed to make school lunches more nutritious. Schools participating in the National School Lunch Program are required to increase whole grain offerings, cap the fat of milk at 1% for white and non-fat for flavored, and ensure that students take either a fruit or a vegetable with their purchased lunch. Unfortunately, forcing behavior jeopardizes the potential to accomplish the most important goal of improving children's diets. After all, it's not nutrition until it's eaten!

Staying true to the meaning of libertarian paternalism, Cornell University researchers Andrew Hanks, David Just and Brian Wansink conducted a field study in two of high school cafeterias to test whether low- and no-cost environmental changes could lead children to take and eat healthier foods. Under the name, "Smarter Lunchrooms Makeover," they tested multiple small changes such as making fruits and vegetables more attractive, convenient, and normative, all simple applications of libertarian paternalism.

Make the Fruit More Visible

After the "makeover" was implemented, students were 13% more likely to take fruits and 23% more likely to take vegetables. These are very encouraging results, but selection is only half of the battle!

To check the consumption of the fruits and vegetables selected, Hanks, Just and Wansink recorded whether food items were completely eaten, half eaten or not eaten at all. They found that students not only took more fruits and vegetables, but actual consumption increased by 18% for fruits and by 25% for vegetables. They also found that after the makeover the percentage of kids eating a whole serving of fruit increased by 16% and by 10% for vegetables.

These small changes, based on the principle of libertarian paternalism, cost three hours of time and less than $50 to implement. Evidence from the results demonstrates that this "makeover" not only preserves choice but also can 'nudge' children toward healthier behaviors that they can carry with them into adulthood, contributing to the fight against current childhood obesity trends!

Furthermore, these simple changes could also be effective in the cafeterias of other organizations, including hospitals, companies, and retirement homes, as well as within the walls of your very own home.

Nokia rebrands Drive, Maps and Transit for Windows Phones: it's all about Here (video)

Nokia Drive on Lumia 920

The jewels in Nokia's Windows Phone crown have been its Here location services -- anyone wanting them on Microsoft's platform has usually had to snap up a Lumia or make do with the Drive+ beta. Nokia is about to share that wealth, as it's bringing Drive, Maps and Transit to other Windows Phone devices under a new name. Don't switch your shopping plans to include an HTC 8X just yet, though. Apart from a lack of specific timing, Nokia is limiting the availability to certain regions, and it's promising that the "first and best" Here experience will remain on its own smartphones. We'll still take the leftovers if they give the overall platform a boost.

If you'll recall, Nokia actually enabled its homegrown mapping arsenal to spread to other Windows Phone products some time back, but it's taking things to a new level with the Here platform underneath.

This new dinosaur had chicken-size young

Junchang Lu

A fossil of the newly found Yulong mini dinosaur, "Yulong looks like chicken with a tail," lead author Junchang Lu said.

By Jennifer Viegas
Discovery

A newly discovered dinosaur, Yulong mini, was appropriately named, as the remains of its chicken-sized offspring are now among the smallest dinosaurs ever found, according to a new study.

The tiny baby dinosaurs, described in the journal Naturwissenschaften, were oviraptorids, a.k.a. "egg thieves." These non-flying dinosaurs resembled modern birds, except adults of some species could grow to over 26 feet long.

"Yulong looks like chicken with a tail," lead author Junchang L? told Discovery News. "Its behavior was similar to living birds too. Based on the primitive oviraptors such as Caudipteryx, Yulong should be feathered, although we could not find feathers due to the poor preservation condition."

L?, of the Chinese Academy of Geological Sciences, and his colleagues analyzed the dinosaur remains, which were unearthed at Henan Province in central China. In addition to L?, the team included researchers from the Henan Geological Museum as well as Philip Currie from the University of Alberta.

While adult dinosaurs were found in the general region of the excavation, they were not directly with the babies, suggesting that members of this species did not require parental care when young.

It has been widely accepted that oviraptors were carnivores. One earlier specimen, for example, was found with the preserved remains of a lizard in its stomach. The new study, however, challenges that theory.

In terms of the new oviraptor fossils, "based on their hind limb proportions, the pattern is more commonly seen in herbivores than in carnivores, thus indicating that they were herbivores," L? said.

He did, however, add that the jaw structure of this dinosaur could have handled a few meaty edibles.

"It provided strong bite force when (the dinosaur) ate hard foods such as nuts, mollusks and even eggs," he explained.

Currie, though, described Yulong mini as having a "sedentary lifestyle that did not involve the pursuit of similar-sized prey."

The dinosaur might then have rather passively poked around for food, similar to how some birds today forage.

Yulong mini itself was good eats.

Just as many humans today love chicken, it seems that other dinosaurs enjoyed chowing down on Yulong. Remains of several large carnivorous dinosaurs, including T. rex, were found in the area and likely preyed on the more sedentary dinosaurs, the researchers believe.

While Yulong mini and other oviraptorid dinosaurs resembled chickens and other modern birds and appear to have behaved somewhat like them, they were definitely non-avian dinosaurs and not birds.

"They could not have been the ancestors to modern birds," L? explained. "They (exemplify) convergent evolution and went extinct at the end of the Cretaceous."

That was around 65 million years ago, when the world's non-avian dinosaurs all went extinct.

Mozilla CEO Kovacs Pleads For Fragmentation? Says Fate Of Our Mobile World Can?t Depend On Just Two Companies

garykovacsGary Kovacs, the CEO of Mozilla, today took aim at Apple and Google -- or possibly Apple and Samsung; you can take your pick about how you parse mobile dominance -- and made a impassioned call for the mobile world to remain competitive. At a keynote during the Mobile World Congress this week in Barcelona, he said companies needed to resist consolidation when it comes to offering mobile services to the four billion consumers that are expected to be mobile users in the next several years.

Stay Healthy By Following These Fitness-Related Tips | Cosmetic ...

There is so much information out there about magical weight loss pills, much of which can be very dangerous to your body and well-being. The article below will help you sort out some of this information. If you read the tips in the next few paragraphs, you?ll learn how to get healthier without having to spend money on a dubious product.

In order to get the maximum possible fitness results, remember that you can relax without being completely sedentary. Do five leg raises as you write that report, or stretch while watching your favorite shows.

Before starting your workout, test the padding thickness of the bench by pressing fingers down into the cushion firmly. If it is easy for you to feel the wooden surface beneath the padding, move on to another machine. If you can feel the support structure you may sustain bruising or other injury.

The ideal compliment for a good fitness program is a healthy diet. Eating the right foods will give your body the necessary energy to get the most out of your workouts and help you lose weight, as well.

Walking will help to increase fitness and is a fantastic workout. Maximize the benefit your calves receive by pushing off your heel to start and your toes to finish. Give your arms a workout too by power walking (bending elbows and swinging arms as you walk.)

If you are injured one limb, continue working out using the opposite. Arms enjoy a symbiotic relationship, and so if one arm is injured, exercising the other can help you maintain a decent level of strength. The muscles in your arms and legs are interrelated, but you should switch to an entirely different muscle group if you feel any pain when exercising.

Take some breaks through the day to reduce your risk of deep vein thrombosis. Try to get up and walk for a bit away from your desk when you have some time during the work day. Stretch your limbs to get the blood flowing. Even a small amount of exercise a few times ech day can make a substantial difference in the level of your fitness.

To make good health and fitness a part of your life, you must find a workout routine that you will be able to stick with for the long-term. Make exercising something you have to do in your life.

Injured Muscles

Following an injury, try to start exercising as soon as you can, but be gentle with the injured muscle. You can actually aid the healing process by engaging your injured muscles in brief, gentle exercises performed at a very low level of intensity. When you do these little exercises, you will be stretching your injured muscles, and a greater amount of blood and oxygen will flow to your injury.

Are you trying to get legs that will turn heads? Leg raises are a great way to get them! This will tone your calf muscles in different ways so you will tone up all your calf muscles, not just one.

Maintain a record of everything you do each day. Include everything you eat, drink and do. This can help you understand if you are making real efforts to get into shape. This will help you notice trends associated with highs or lows in your fitness plan. If you need to skip exercise at any time, include the reason in your daily record.

After targeting a particular muscle group one day, spend the next day only lightly working those muscles. One way to carry this out is by working out the sore muscles with much less effort than usual.

Fitness is something lots of people want, they life weights at home or the gym in their quest for better fitness. There are 6 primary exercises involved in body building: pull ups, push ups, squats, handstands, and bridges.

If you exercise a certain muscle group one day, also work them the next day to repair the muscle tissue. Working out muscles gets more blood pumping to them, which means more blood and more nutrients that they need to recover.

Smaller muscle groups will get tired before larger ones. Start out your routine with dumbbells. Next, work with the barbells, followed by exercises on the machines.

Exercise classes are an excellent way to get into shape. You can find an exercise class that you enjoy, and as a result, you are more likely to continue attending. See if you can find local classes.

Make sure to schedule exercise into your day around the meals that you eat. Staying true to a schedule will help reduce cravings as you will know when the next meal will be. Know your schedule and pack healthy snacks and meals when you know you?ll be out and about.

Test the bench before you use it for a workout. You should press your thumb into the bench seat to test the padding that the bench is made of. If you feel the wooden or metal base beneath, look for another bench.

Sometimes you are so gung ho at the beginning of a fitness program, that you tend to go overboard. If you are beginning to exercise, or haven?t exercised in some time, you need to begin slow and work your way up. If you go too hard too quickly, you can injure muscles that aren?t accustomed to working out.

To help remain motivated try different fitness classes. By changing things up you?ll be able to try new things while getting fit, and will want to keep exercising. Try dancing or take a yoga class. Or, you can try out kickboxing or basketball. Even if you only attend each class once, it is a workout that will contribute to your overall health and fitness.

110 Rpm

While bicycling, keep your pace around 80 to 110 rpm. You will be able to ease the strain on your knees while riding faster. To determine the pace you?re cycling, in ten seconds count how many times you see your right leg come up, and then multiply it by six. Strive for 80 to 110 rpm for a safe and effective cycling workout.

Have great contact skills when playing volleyball. Surprisingly, foosball is a great way to improve your skills. Foosball requires keen skills to win against an opponent; more specifically great hand-eye coordination. Spending time practicing your hand-eye skills while playing foosball will pay off during your next volleyball game.

Building stronger abdominal muscles will go far toward maximizing your level of fitness. You can achieve this by doing morning sit-ups with weights or not. Your core is your abs and these give you more flexibility, which improves your effort while doing sit-ups.

When you are trying to get in shape, carefully avoid dangerous or questionable methods. True fitness requires a whole body approach and should not focus solely on weight loss. Remember what you have read here, and use it to change your life right away. This advice can guide you in the proper direction; you just have to follow it.

TKC BLOG COMMUNITY CONFIRMED!!! KCFD SHOULD HAVE EVACUATED JJ'S EARLIER!!!

Give

It

A

Rest.

You weren't on the scene. You just had people send you photos. You don't know how the situation went down. I DO and KCFD IS NOT TO BLAME!

This" plan" Dave Helling is referring to had nothing to do with small scale single unit evacuations. It is only intended for large scale city wide evacuations. Both issues are completely different subjects. This guy has no clue.... It's sweeps times and they continue to want to burn someone at the stake. It's a witch hunt. Trying to use that document while attempting to prove fault is off base, that isn't the evacuation plans intent. That's like trying to use a trackhoe to plant flowers in your garden. Yeah... That machine will dig holes... But there are better tools for the job. SOP was followed, end of story.

Get a clue jackass. You have no business trying to figure out how an emergency plan is suppose toward when you don't even have any training. The fire dept trains to put out fires, not figure out how to fix a gas main. That is the gas companies job. If the gas company says that it is not a concern than the fire dept has no say unless they see something grossly wrong, All you idiots say you smelled gas for hours but not one of you called 911. May be this wouldn't have happened if you all had actually called but I guess you were too busy with Facebook and your latte. Just to give you a heads up Tony. If a powerline goes down, a water main break happens, or a major incident happens at Honeywell the fire dept defers to those agencies that control those sources. Blame will fall on the contractor, MGE, and all you DBs who didn't call and report a gas leak. I said it first.

"The plan is hardly a set of rules that every firefighter could be expected to recite. And, like similar plans, it gives public responders significant flexibility in determining if and when to order an evacuation.

That flexibility is critical because not every gas leak or minor emergency requires widespread evacuation. Although the blueprint does not explicitly require it, in practice, consultation with private workers and other experts at the scene is a common part of that calculation. "

That is intersting.

Everything I have read has get outta jail free cards built into the rhetoric.

Lawyers will figure this out.

I havn?t seen a time line yet that is or has been accepted by the authorities in question and the media. I think that will be forthcoming and because of the high profile nature of the event, will be accurate.

At this point, based on conversation and comments, it looks like we can establish this much.

The standard equipment carried by MGE is the MSA 260. This unit detects gas and runs less than $1000.00 (I find them on line for way less.). It has not been established to morons in the street like me, if the KCFD carries them also.

Typically, a multi-gas detector is used (LEL, CO, O2, and H2) because those are the most common hazards found in confined space entry (tanks, vessels, sewers).

With regard to the MSA 260?Is that the standard for on site determination of danger with relation to gas? Does the Fire Dept have them? Does MGE have them? Are there better units that MGE carries that would over rule a reading of an MSA 260? Who carries those? Is there a precedent or hierarchy for responsibility with concern to protocols in similar situations?

These facts, for observers are yet to be established.

Here is an explanation of hierarchy responsibility by a commenter, and it rings true to me at this point.

?The fire Department shows up, gets an on scene briefing by anyone having relevant information, and then directs the response.

In your scenario, he would have heard from the boring contractor (yes, I hit a line in the alley. I had about 75 feet of my reel out heading north, i hit an obstruction, pushed through it, and began smelling gas, alled 911 right away) and then from MGE (LEL readings elevated in the alley. Gas may be migrating into surrounding structures.) There would have been a discussion of where the shut offs were (e.g. does MGE know where they are, etc).

Whether he calls for additional manpower, chooses to wait for more MGE employees, continues his investigation or begins a full evacuation, just the fact that he had a known rupture that was not under control and elevated LEL readings, coupled with an obvious smell of gas, should have been enough for him to stick around.?

At this point, it seems that the the blame is going to fall on the KCFD, not so much because they could have prevented the explosion, but the fact that it looks like they abandoned thier post.

In addition, it seems at this point, to me, that the KCFD is in control and is the final word on what actions to take in these situations.

The thing that stands out to me, is the testimony of many whom were with in close proximity who smelled an overpowering stench of natural gas, in juxtaposition with the fact-that we KNOW the KCFD was on site and left while this smell still existed (WAS AN MSA 260 EMPLOYED?).

There is a dramatic difference of opinion to this point on the ability to shut down gas valves. Apparantly you can shut down ?Curb? valves close to business? but NEVER a main valve. This must be what Mark McDonald was referring to and, is and will be a crucial piece of information (Was it done/ Who did it? When was it done? etc) in the coming weeks.

No matter what your opinion of the KCFD and MGE?s performance, I can?t believe that these two companies thought there was any real danger, or they don?t leave. Or do they? A shift in the wind? No MSA 260 on the trucks. Do we have the right time line yet?

It doesn?t look like there is a time line established and that, along with assessment of other variables in conjunction with the actions of the relavent personell will determine who hangs and who pays.

People will hang, and money will be paid.

Lets hope the lawyers get it right and the victims can move on.

Most of the info here, I got from commenters kind enought to supply urls that I looked up.

Wow. I didn't realize Tony was a state fire investigator. Thanks for cracking this case, Alonzo.

Local 42 and the Fire Chiefs' Union -- yes, they have a union too but no one ever talks about them -- will be posting comments all over this blog trying to knock this allegation down.

I bet you see 100 comments on this post Tony.

They are supposed to take charge of a situation like a gas leak, and they did not to it.

KCFD is to blame. They were the trained responders on the scene and should have taken control of the situation. To leave is up to laborers from the gas company certainly did not work. KCFD was negligent.

Hey Chuck, you're NOT a trained blogger and you're NOT in TKC's basement, so you have no business writing anything on this blog. Quit your fucking typing.

KCFD was complacent and lackadaisical in addressing the gas leak. Deal with it, FD.

I wasn't there, so I guess I have no business commenting on that wreck in the race yesterday.

8:13

A "Trained Blogger".

If you don't like it, quit whining about me like a little bitch and enlighten us with your takes on the events at JJs.

What a fuckin joke, a "Trained Blogger".

Hey, go back to takin pictures of your dick with your cell phone and sending them to yourself.

KCFD is to blame. Sly knows it. Sly and the city council are owned by Local 42. So they are working on the coverup. This time the coverup won't work because the national media will not let it happen.

9:12- Not only the national media, but the Feds, as well.

They should have put out the call around noon, that there was free watermelon, neck bones and fried chicken at JJ's...

They should have put out the call around noon, that there was free watermelon, neck bones and fried chicken at JJ's...

It was Glutes Day at the firehouse, so they had to get their butt reps in before they took charge of anything. When it comes to body building, it does not matter what or who burns up if the pretty boy firefighters have not felt the burn in their muscles. The older guys just nursed hang-overs from their last off hours and watched their belly buttons move closer to their chins.

Was just told by a sanitation employee that the KCMO Sanitation Department has suspended trash pickup indefinitely because the residential streets are not safe for the crews to travel. If the expected storm hits KC this week, the suspension of service will extend until the regularly scheduled pick-up schedule in first week of March.

In order to avoid negative publicity for as long as possible, the offices of the City Manager and the Mayor ordered the Sanitation Department to not issue a public announcement on this decision and to leave the announcement on the city's Web site that trucks would be working Saturday and Sunday.

The City's failure to conduct a snow removal campaign in residential neighborhoods now means that citizens will have to store 2-3 weeks of trash before the next pick-up.

Media inquiries about trash and recycling should be directed to Sean Demory, public information officer for the Public Works Department, at 816-935-7487.

NASA restores space station link after glitch

The International Space Station suffers a communications glitch during a software download, but the problem was quickly resolved. NBC's Brian Williams reports.

By Alan Boyle, Science Editor, NBC News

NASA restored its communication link with the International Space Station on Tuesday, hours after it was knocked out by a glitch encountered during a computer software upgrade.

Josh Byerly, a spokesman for NASA's Johnson Space Center, told NBC News that the link was restored at 12:34 p.m. ET.

The outage began at about 9:45 a.m. ET, during a planned upgrade for the custom-coded software that NASA uses for command and control as well as voice and data communication with the space station, via the Tracking and Data Relay Satellite system, or TDRS. When the system switched from the primary computer to a backup computer, communications were lost immediately, Byerly said.

During the outage, the station's crew had to rely on Russian ground stations for communications. Those ground stations are in range only when the station is flying overhead, roughly every 90 minutes. "It's just like back in the old days, during Gemini," Byerly said. "We still need those antennas from time to time."

Byerly said NASA astronaut Kevin Ford, the station's commander, received instructions for resetting the computers during the Russian communication passes.

Similar software upgrade problems have occurred before, Byerly said, and engineers are looking into the specific causes for Tuesday's glitch. "It is a problem, but the crew was not in danger," he told NBC News.

RyGos' Trainer Dishes Diet And Fitness Secrets - Celebuzz

The woman who helped create Ryan Gosling?s insanely killer bod speaks candidly to Celebuzz?about a career training A-List talent; how she pushed the Gangster Squad star to peak physical condition ? and how she once confiscated Christina Aguilera?s?mini bar.

Celebuzz: Training the gorgeous Ryan Gosling must be the best job in the industry. Was it as good as it sounds?
Ashley Borden: Ryan?s very consistent, he works hard. Yes, he?s got a very good body.

CB: What kind of food does Ryan eat?
AB: When I was training Ryan he was on a very high calorie diet. He was in the middle of bulking up for a movie role, you see. Ryan was eating, eating, eating, but he was eating whole foods. Good food from the ground, like real food! Oatmeal, protein, vegetables, fruit, as opposed to crap. Hamburgers every once in a while are fine. But Ryan was a clean eater!

CB: What film role he was bulking up for?
AB: Ryan was bulking up for a film is he was attached to about a wrestler. It was interesting to train him for that role because it wasn?t a role where he had to just look good with his shirt off, he had to look and perform like a sportsman. And his body had to withstand injury.

CB: Tell us about Ryan Gosling?s work-out regime?
AB: We were building Ryan?s movement patterns. So we go over your forward reverse lunges, I watch you do push-ups and pull-ups. What that means is I?m looking to see if you?re in your gluts, or anywhere, then we start a personalized training plan. I?d say Ryan is probably the most consistent with his training.

CB: Where does Ryan work out?
AB: We always worked out in a gym, when Ryan is in town he always goes to the same place. He has a number of trainers, he works with Aaron who is a super cool guy who does his strength training.

CB: How did you get Ryan in fighting shape?
AB: We would start with a full-body warm up and then we do what?s called ?rolling out?, you roll out your whole body before you train with a foam roller. We?d do a lot of dumbbell work, lots of lifting, and then some reverse lunges. Ryan uses a lot of resistance bands, so he?s pulling on those, building up strength. The key to Ryan?s physique is core strength, so we?d do a lot of work on that?including wearing a weighted vest. He?d wear a 10lb-weighted vest while working out. He was being trained to be an athlete.

CB: How long did you work with him?
AB: It was for about six months, unfortunately the movie wasn?t made in the end.

CB: Does he get why people think he?s hot or does it baffle him??
AB: Ryan?s an incredibly down to earth guy, he doesn?t act like a star?I mean, I?m working with him, so he acts like all of my clients, we get down to business, we sweat, I?d never ask about personal stuff.

CB: Tell us about the sweating!
AB: Yes, Ryan Gosling sweats when he works out! I hate to break it to you, but he?s a normal human being and he does sweat when he works out. He works hard in the gym, yes, he sweats his ass off!

CB: Does he get lots of admiring glances from onlookers when they?re working out?
AB: He likes to work out at the same place, it?s an LA gym where lots of celebrities and ?industry people? go, so he never gets mobbed. LA is too cool for that, it?s cooler to ignore a celebrity than ask for an autograph. It?s never happened.

CB: Was Christina Aguilera a diva to work with? We can?t imagine her sweating away in the gym?
AB: Christina is the hugest celebrity I ever worked with. I trained her from when she was 19 to 23. During the Stripped tour? At that time, we were just getting her in shape and putting on some muscle. Explaining nutrition to her in a way that she could absorb it was important, because at the time she?ate like a 13 year who?s parents were out of town!

CB: Where did you start with Christina?
AB: I just introduced her into eating healthier, but she was not interested! But she worked hard when she was on tour, and we were getting her ready for music videos and for tours. It was my job to manage her food?and drink. I ordered all the mini bars in the hotels to be cleared before she got to the hotel room. When she ordered room service?the kitchen was told me to check with me before delivering it.

CB: Is that normal, to get your clients off the booze when you?re training them?
AB: I take all the booze away from clients if I?m on the road with them. On tour, no client can order food without my knowing about it. I basically treat people the way I want to be treated and train the way I?d want to be trained.

CB: How did you get into the training business?
AB: Well, I grew up in a highly active, fitness health family. My mom owned health food stores, my dad owned sporting good stores, my mom was a marathon runner, and my dad was into athletics. I was into Jazz dancing growing up, but I always thought I was a terrible athlete. I moved to LA when I was a dancer at 18 or 19 and I was always into fitness, but I had a terrible eating disorder for many years, starting when I was about 8 years old and hit rock bottom in ?90.

CB: How did you recover your disorder?
AB: I went into treatment right before I graduated from high school. I decided I wasn?t going to die from my health, I was gonna die from my head. So that?s what I wanted to fix. When I got out of treatment I was acting. I had done commercial work and I had done stand up comedy too, but there was something missing, something to fill my soul and when I got out of treatment I realized training was what I want to do.

CB: You always read about female celebrities who claim they don?t work out, they just ?walk their dog? or ?do a little yoga?. Is that true?
AB: Some people don?t train; there are some really lucky genetic celebrities?but no one I?ve worked with. To look like a celebrity you have to work hard. Halle Barry works the hardest. She was at Gold?s gym when I was at Gold?s gym. But Halle trains and I do know her and she looks amazing. And some celebrities do give props to the people they train with. I admit, I have worked with some people and they just say ?something?s just shifted in my life,? and I?m like, ?I practically lived at your house for six months!? That?s what shifted!

CB: Did you always want to train celebrities?
AB: No! And most of my clients are regular people! I get 100?s of emails a year from trainers all over the world asking me how to train celebrities and I usually say, ?you should find another profession, because you go into training because you want to help people.? It?s true though, my celebrity business helps the rest of my business?but remember celebrities, they?re not any different than us.

CB: What makes you different to other trainers?
AB: I specialize in Myofascial release, which is sexier than it sounds. I use a foam roller to give a deep tissue massage. You roll out your whole body before you train. The rolling out opens up your muscles and provides you with more blood flow in general? So like your quads, you can do your IT bands? This is the prep for everybody. The rolling out is really good for reducing cellulite. Because some women don?t care about mobility, they just want to get rid of their cellulite.

CB: Do your friends think you have the best job in the world?
AB: Sometimes. But I?m not bowled over by celebrities; I was only bowled over by Cesar Milan, the dog whisperer! He worked with my dogs? It was like I met Jesus!

Search on for French family kidnapped in Africa

The French family, including four children, kidnapped in Cameroon on Tuesday were visiting Waza National Park, a source at the nature preserve said.

By Tansa Musa and Bate Felix, Reuters

French special forces arrived in northern Cameroon on Wednesday to try to help locate a French family of seven, including four children, who were kidnapped by people thought to be Islamist militants and taken into Nigeria, officials in Cameroon said.

The abduction highlights the growing risk of attacks on French nationals and interests in Africa since Paris sent forces into Mali to oust Islamist rebels occupying the country's north.

Ian Langsdon / EPA

French Foreign Affairs Minister Laurent Fabius confirmed the abduction in Cameroon of the family of seven at a Tuesday news conference.

Speaking on French television, Joseph Dion Ngute, a junior minister at the foreign ministry, said the kidnappers had put the hostages on motorcycles after their car broke down.

"They then took another woman hostage with her car and fled into Nigeria," he said. "Our forces and the Nigerian forces were alerted, but before they reacted the kidnappers had vanished."

It was not clear what had happened to the additional female hostage.

Security in the Dabanga area, six miles from the Nigerian border, where they were taken has been reinforced and "urgent measures" to locate the family have been put in place, he said.

It is the first case of foreigners being seized in the mostly Muslim north of Cameroon, a former French colony. But the region -- like others in West and North Africa with typically porous borders -- is considered to be within the operational sphere of Nigerian Islamist militant groups Boko Haram and Ansaru.

The father of the family, which included four children ages 5 to 12, worked for utility firm GDF Suez. French television reported that the father was from a family of winemakers in the Burgundy region.

Nigerian army spokesman Col. Sagir Musa said the armed forces were on alert, "ready to apprehend any criminal elements or terrorists that come into our areas."
