REVIEW: Lizzy Caplan's Hipster Commitment-Phobe Carries ...

Movieline Score: 7

Save the Date Lizzy Kaplan

Save the Date, the new film from director?Michael Mohan (One Too Many Mornings), is a neat, lightweight little hipster romance about commitment issues between people barely ready to confront what they want, much less tell others about it. (I hate to use the h-word, but there's really no avoiding it when talking about a film in which an artist/bookstore employee breaks up with a guy in a band and starts dating a marine biologist who's been mooning over her at work.) Written by?Mohan alongside Jeffrey Brown and?Egan Reich, the film follows two sisters and the men they're involved with. Sarah (Lizzy Caplan) and Beth (Alison Brie) are dating a pair of guys in an indie group called Wolfbird. The most sensible Beth and drummer Andrew (Martin Starr) are getting married, while responsibility-averse?Sarah and lead singer Kevin (Geoffrey Arend) have just moved in together.

It's a tidy arrangement that's blown to bits when, in a fit of euphoria during a successful hometown show, Kevin decides to propose to Sarah in front of the crowd despite Andrew's warning that the timing's not right. She's horrified, doesn't accept, and soon Wolfbird's off on tour with a broken-hearted frontman while she moves into a new place and tumbles too quickly into a relationship with the sweet Jonathan (Mark Webber), who's been ordering books for his?master's degree at Sarah's store just because she works there. Beth expects this to be a rebound relationship that will catapult her flaky sister back into Kevin's arms, but as time goes on it starts to seem like that has everything to do with what she wants and not what Sarah does.

Save the Date, which belongs to a recent rash of films, from?(500) Days of Summer to?The Freebie?and?Celeste & Jesse Forever, that have showcased Los Angeles as an actual warm, distinctive city, manages its modest pleasures because of its likable cast. Arend, who may be best known as the spouse of?Mad Men's?Christina Hendricks, makes a convincingly charismatic/smothering musician, and?Freaks and Geeks alum Martin Starr is a pleasure to see in anything, particularly a role in which he's a disheveled rocker. And actor and filmmaker Webber brings vulnerability to a character who's initially a little too good to be true, until he finally calls Sarah on her skittishness.

All three are playing painfully nice guys ("I?want to make sure I'm not stepping over any boundaries!" Jonathan protests as Sarah drags him to bed)?who are at the mercy of the women in their lives ? Beth is deep into planning a wedding Andrew has little interest in, and Sarah threatens to smash both Kevin and Jonathan's hearts in her quest for happiness. Brie's a talented comedienne, but she plays things straight here, bringing nuance to a potentially shrill character so caught up in her own nuptials that she starts to see her sister's issues as interference. And Caplan carries the bulk of the film, her Sarah a girl for whom some things, like guys and her comic-style artwork, come easy, while longer-range decisions and plans remain intimidating and to be avoided. "It makes me think that aspirations are just totally overrated," she tells Jonathan on a date as she describes her friends' career and complaints about their busy lives, but her arty slackerdom reveals itself to be a kind of cowardice.

In?Gone Girl, former?Entertainment Weekly writer turned novelist Gillian Flynn's hit thriller, the character Amy describes an archetype she calls the "Cool Girl," an aspirational creature who's just one of the guys, "who adores football, poker, dirty jokes, and burping, who plays video games, drinks cheap beer, loves threesomes and anal sex," but who is, of course, also "hot and understanding." It's a type that Caplan's become a queen at playing (I'd put Olivia Munn in second place), beautiful and hip and slovenly and all over the place, an attractive mess ? see?Bachelorette, 3, 2, 1... Frankie Go Boom, Party Down and Hot Tub Time Machine. In the history of female roles on screen, there have been far worse types to play, despite Amy's condemnation, but Caplan, who's always a winning presence, is most interesting when she provides peeks behind the Cool Girl mask ? as in how her character in?Bachelorette?was on the verge of being repulsive, her carousel of partying and hookups starting to wear on her, to look less like fun she's having and more like self-destruction.

Sarah's most intriguing when she's an accidental monster, part of her power a certain inherent narcissism that allows her to act on impulse but also to be blithely unrecognizing of the reactions of others when she's caught up in her own feelings. She and Jonathan have a cute and sometimes cutesy courtship (one Mohan likes to mark with periodic shots of their feet), but it's when he stands up to her and demands to know what it is about intimacy she's so afraid of, and when Andrew has his own showdown with Beth, that the film really coheres. That's when it delineates how the very qualities that can be appealing in someone can also be problematic. Mohan's film may not manage anything out of the ordinary, but it does present a convincingly contemporary depiction of relationships and dating when the goalposts have been moved, or when we're at least trying to pretend they have.

US Open adds extra day in 2013; men's final Monday

The U.S. Open tennis tournament is moving the women's final to Sunday and men's final to Monday in 2013, building in a day of rest ahead of each title match for the first time.

The U.S. Tennis Association, which runs the Grand Slam event played in New York, announced the changes Friday ? but only for next year.

A decision about 2014 and beyond probably will come after the 2013 tournament, USTA spokesman Chris Widmaier said.

Rain forced the USTA to postpone the men's final from its scheduled Sunday slot to Monday each of the last five years.

Some top male players complained that the U.S. Open was the sport's only major tournament that put their semifinals and final on consecutive days.

Friday's moves end the tradition of what the U.S. Open has called "Super Saturday" since 1984, with both men's semifinals and the women's final all on that day's schedule at Flushing Meadows, followed by the men's final Sunday.

Wimbledon, the French Open and Australian Open follow another pattern: women's semifinals Thursday, men's semifinals Friday, women's final Saturday, men's final Sunday.

As part of the new schedule, the USTA is scrapping its Saturday night session in 2013; the women's final had been played in prime time since 2001.

Now the women's final will be in the old men's final time slot, 4 p.m. ET on Sunday. The men's final will be at 5 p.m. ET on Sept. 9.

Both will remain on CBS.

The USTA also announced Friday that total prize money in 2013 will jump $4 million to a record $29.5 million. The increase is the largest in tournament history, doubling the roughly $2 million hike from 2011 to 2012.

The USTA has not decided how the new money will be distributed.

"We listened to the players and understood we needed to accommodate their request for an extra day of rest between the semifinals and final. ... The USTA reached out to many of the top players, player agents as well as the respective tours," Widmaier said.

"So far, everything has been fairly positive. The day of rest is being embraced across the board," he added. "Because of the nature of the game, and to assure a final that can be played at the highest competitive level, you need an extra day of rest. We recognized that."

Widmaier said the tournament still needs to figure out on which days the men's, women's and mixed doubles finals will be played next year. One need to reschedule: The women's doubles championship match has been on Sunday in the past, but can't be in 2013, with the singles shifting to that day.

How Avoid these Video Marketing Mistakes | Free Directory Listings ...

Very few methods will provide your web based business new leads and customers like video marketing. Some online businesses use video marketing as the sole method of reaching their targeted audience. As internet users upload and watch more videos everyday, the advantages of video marketing are only becoming more pronounced. However, if you want your video marketing campaigns to be successful, you will need to avoid the kind of mistakes we?ll be discussing below.

1) YouTube is still essential to video marketing, so don?t make the mistake of ignoring it.Many online businesses these days are trying to crack other video sharing sites and are working on different ways to leverage videos. While this is not bad, you shouldn?t do it at the expense of ignoring a site like YouTube.

YouTube was not only the original video sharing site, but it?s by far the one that gets the most traffic. YouTube is the place where your videos have the best chance of being seen by the most people. You can easily get lots of attention if you know the fundamentals of making videos that people like. You need to understand the importance of YouTube and how it can contribute to your video marketing and help you reach out to your target audience.

2) Making a single video and hoping it goes viral is a mistake. The only way to leverage the power of video marketing is to consistently create and distribute new videos, not just make one or two. While videos can increase your volume of traffic and help you brand yourself, you will need to make a number of them to have a lasting impact on your viewers. Regular video updates will get you more exposure and also keep you ahead of your competitors. The secret of using online videos to reach a lot of people is to continually make niche related videos with quality content.

3) Focusing on the equipment rather than the content is also a mistake. Let?s face it, there are videos that have achieved massive success not because they were made with a high end camera, no, they got successful because they had great content. You can always improve the quality of your video by using better equipment in the future, but initially focus on creating content that your target audience likes. If you understand this basic element, there?s no limit to what you can achieve.

Video marketing is an excellent promotional tool, but you must watch out for some fundamental mistakes, such as the ones mentioned above. Video marketing campaigns can fail in a number of ways, but as you gain experience, you?ll learn how to avoid these mistakes in the first place. When your starting out with video marketing you are going to make mistakes, but that?s OK, as it?s all part of the learning process. But eventually, over time, you will learn how to avoid them, which is important.

CAPS EMAIL? That's no credible threat - Business Management Daily

How belligerent does an email have to be to warrant firing the sender for willful misconduct and threatening a co-worker? A court has concluded that typing in all capital letters doesn?t necessarily convert a nasty but neutral phrase into a threat.

Recent case: Joe sent an email to a co-worker he believed had wronged him. It read, ?Hey Jim, you set me up pretty good?.I WON?T FORGET IT.?

Joe was fired for violating a rule that prohibited threats of violence.

Joe was denied unemployment benefits because his behavior amounted to willful misconduct, since his email violated the no-threats policy. He appealed and the decision was overturned. The court said using all caps doesn?t convert a statement to a threat. (Aversa v. Unemployment Compensation Board of Review, No. 1744 CD 2011, Commonwealth Court of PA, 2012)

Health insurance: US paying more for less

By Maggie Fox, NBC News

Health insurance premiums have shot up more than 60 percent in the last eight years, and if they keep up at this pace the average family of four will be paying $25,000 a year just for health insurance, according to a report released Wednesday.

At the same time, deductibles are also going up for employer-sponsored plans, so workers are paying more and more for less and less, the non-profit Commonwealth Fund said.

?Workers are paying more for less financial protection when they get sick,? said Commonwealth Fund senior vice president Cathy Schoen, who led the team writing the report.

Currently, according to the Kaiser Family Foundation, an average worker with employer-sponsored health insurance pays between about $15,000 to $16,000 a year for that coverage. Workers at bigger firms pay more. Coverage is about $5,600 a year for a single person.

The Commonwealth Fund, a private foundation that conducts health policy reform research, did a state-by state look at health insurance premiums and deductibles and used Census Bureau data on earnings for the report, which covers 2003 to 2011.

?Premiums for family coverage increased 62 percent across states -- rising far faster than income for middle- and low-income families,? the report says. ?At the same time, deductibles more than doubled in large and small firms. Workers are thus paying more but getting less-protective benefits. If trends continue at their historical rate, the average premium for family coverage will reach nearly $25,000 by 2020.?

One big reason for the rising premiums? Rising expenses. ?Broad evidence of poorly coordinated care, duplicative services, and administrative waste, as well as rising prices charged to those privately insured, signal that greater efforts are needed to slow cost growth in both private and public insurance markets,? the report finds.

This isn?t controversial. Earlier this year the independent Institute of Medicine made a formal pronouncement on what think-tanks and academic institutions had been saying for years. It said the U.S. health care system wasted $750 billion in 2009, about 30 percent of all health spending, on unnecessary services, excessive administrative costs, fraud, and other problems.

?The U.S. health insurance system remains highly fragmented, marked by elevated spending on admin?istration and an inability or unwillingness to combat high health care costs in private insurance markets. Our system includes Medicare coverage for those 65 and older and some disabled individuals, state-operated Medicaid programs, and an array of competing private insurance plans,? the report adds.

The Commonwealth Fund has been a big fan of the Affordiable Care Act, the 2010 health reform law known widely by supporters and opponents alike as Obamacare. And the report says the legislation will do a lot to lower costs, but not enough.

?Health insurance is expensive and has become less affordable, no matter where one lives. Insurance premiums rose sharply in all states during these eight years and, because wages failed to keep pace, increased as a share of median household income,? the report says.

?The net result is that it is more difficult for many insured workers and their families to save for education or retirement -- or simply to meet day-to-day living expenses.?

And, the group says, the economy has made things worse. ?With the recent recession, millions of workers lost their jobs or were otherwise unable to afford coverage and, as a result, joined the ranks of the uninsured. From 2008 to 2010, the per?centage of people with employment-based insurance fell from 58.9 percent to 55.3 percent,? the report says.

?An estimated 9 million adults ages 19 to 64 lost a job with health benefits and became uninsured during this period.?

Michael Ramlet, a health economist at the right-leaning American Action Forum, says?one reason health insurance costs actually slowed during the recession is that people stopped getting anything but the most essential health services.

?That is starting to change as you have this slow recovery,? Ramlet said in a telephone interview.

He thinks expenses will go up even more as the Affordable Care Act?s requirements kick in. These include the so-called essential health benefits -- the minimum requirements for the health insurance plans that people will buy on the open market starting in 2014. These aren?t the same plans as those offered by employers, but Ramlet thinks the federal requirements will make these new retail plans pricey.

?They are very rich,? he said. ??Economists would warn you there there is no free lunch and more things cost more money.?

Ramlet believes this could affect employer-sponsored insurance. Already some federal requirements such as provision of free health screenings are making employers think?twice about offering insurance, he said. ??Honestly I don?t think employers are going to stay in the insurance game for very long,? Ramlet said.

Just this week, the International Foundation of Employee Benefit Plans said more than 85 percent of employers surveyed say they plan to keep offering health insurance to workers. But Ramlet believes those numbers will fall as health insurance becomes more and more expensive.

He also predicts more people will gamble and not buy health insurance at all -- although the health reform law is designed to encourage people to buy it. That could be a risky option when an unanticipated medical emergency can quickly rack up hundreds or even of thousands of dollars in bills.

Human-Neanderthal sex tricky to prove

A bundle of recent genetic studies have suggested modern humans had sex with Neanderthals thousands of years ago when the two populations roamed the planet alongside each other. However, the bones left behind by the two species don't bear any obvious traces of interbreeding, and a new study of monkeys in Mexico shows why we shouldn't expect them to.

Researchers examined blood samples, hair samples and measurements collected from mantled howler monkeys and black howler monkeys that were live-captured and released in Mexico and Guatemala between 1998 and 2008. The two monkey species splintered off from a common ancestor about 3 million years ago; today they live in mostly separate habitats, except for a "hybrid zone" in the state of Tabasco in southeastern Mexico, where they coexist and interbreed.

Through an analysis of genetic markers, from both mitochondrial DNA (the DNA in the cells' energy-making structures that gets passed down by mothers) and nuclear DNA, the researchers identified 128 hybrid individuals that were likely the product of several generations of interbreeding. Even so, these hybrids shared most of their genome with either one of the two species and were physically indistinguishable from the pure individuals of that species, the team found.

"The implications of these results are that physical features are not always reliable for identifying individuals of hybrid ancestry," Liliana Cort?s-Ortiz, an evolutionary biologist and primatologist at the University of Michigan, said in a statement. "Therefore, it is possible that hybridization has been underestimated in the human fossil record."

    2. Scientist argues volcanoes killed dinosaurs
    3. Icebergs scoured Florida during Ice Age
    4. Human impact on planet: A geological era?

The work on howler monkeys was part of the doctoral dissertation of Mary Kelaita, now a postdoctoral fellow at the University of Texas at San Antonio. Kelaita added that the study "suggests that the lack of strong evidence for hybridization in the fossil record does not negate the role it could have played in shaping early human lineage diversity."

When scientists finally finished sequencing the Neanderthal genome in 2010, they revealed that between 1 percent and 4 percent of some modern humans' DNA came from the stocky hominids. This suggested humans had sex with Neanderthals, picking up some genes, and possibly even an immunity boost, from Neanderthals before the population disappeared about 30,000 years ago. But not all scientists are convinced the genetic evidence alone proves ancient interbreeding and a study last year found that even if humans and Neanderthals did have sex, those encounters would have rarely produced offspring.

The scientists of the new study say more work is needed to learn about interbreeding and the factors governing the expression of physical characteristics in hybrid individuals.

The research was detailed online Friday in the American Journal of Physical Anthropology.

New tool to enhance tasks of humanitarian demining

Dec. 10, 2012 ? Researchers at the Centre for Automation and Robotics, a joint centre of the Universidad Politecnica de Madrid and the Spanish National Research Council (UPM-CSIC), have developed a training tool to improve the use of hand-held detectors in humanitarian demining and to increase user security.

The proposed tool opens a wide range of possibilities, particularly to improve the current training techniques used in this field. In the first place, this tool has allowed researchers to study expert operators in order to quantify certain indicators that can be used later as reference values during training sessions. Secondly, it enables experts to assess new operators by providing relevant information to improve the skill of the tool during training sessions. Landmines and other abandoned explosive ordnance are part of sad legacy of many conflicts. These devices can remain active during decades threatening humans in the affected areas and depriving them of their lands and resources.

Today, a huge part of these tasks of humanitarian demining are still conducted by using hand-held detectors, particularly, metal detectors, though other detectors are being introduced gradually. They are based on new technologies such as nuclear resonance, geo-radars and explosive chemical detectors.

Although the design of new sensors can contribute to reduce the time needed to detect a landmine, it does not mean that it increases operator safety responsible for the demining tasks because a mere mistake can cost them their lives. For this reason, training is an essential aspect when we refer to enhance security and efficiency of demining tasks.

The research carried out by the Centre for Automation and Robotics CSIC-UPM, within the European Project of the Seventh Framework Programme, TIRAMISU (Toolbox Implementation for Removal of Anti-personnel Mineles, Submunitions and UXO) have resulted in a monitoring tool capable of analyzing the performance of operators of portable detectors of landmines.

The tool consists of a human-machine interface and a sensory tracking system of monitoring for hand-held detectors based on inertial measurement units, a system of catadioptric stereo omnidirectional vision and a flight time chamber. This tool can be easily adapted to be used with any type of hand-held detector and can be used to acquire information in two different scenarios.

Firstly, the tool can be used to study abilities of experts in different environments and with different types of hand-held detectors. From the information compiled we can extract, asses and quantify some critical variables for the performance, so that they can be used later as reference values during trainings and courses. Amongst these variables we can highlight the advance distance detector, the sweep velocity, the scan height and the inclination of the hand-held detector head with respect to the ground. Secondly, this tool can be used to assess the efficiency of operators in information process, feeding back the information in real time to enhance their skills during training sessions.

Accordingly, the proposed tool will allow researchers to develop and to implement new training methodologies based on scientific analysis of problems and the educational evaluation.

Chavez said that he will return to Cuba to undergo further cancer surgery. He also said that if his health was to deteriorate and new elections were to be held, his supporters should vote for Maduro.

CARACAS, Venezuela -?President Hugo Chavez said on Saturday he would undergo another cancer operation after doctors in Cuba found a third recurrence of malignant cells in his pelvic area.

The news is a big blow for his supporters in South America's biggest oil exporter, who elected him in October to a new six-year term in power. Chavez has twice said he was cured, and then had to return to Cuba for more surgery.

In a televised broadcast flanked by ministers at the Miraflores presidential palace, Chavez said that if anything happened to him and a new vote had to be held, his supporters should vote for Vice President Nicolas Maduro - the first time the socialist leader has named a successor.

Chavez returned to Venezuela on Friday from having medical treatment in Cuba, ending a three-week absence from public view.

"Unfortunately, during these exhaustive exams they found some malignant cells in the same area ... . It is absolutely necessary, absolutely essential, that I have to undergo a new surgical intervention," the 58-year-old said, looking resolute.

"With God's will, like on the previous occasions, we will come out of this victorious."

The president has already had three cancer operations in Cuba since the middle of last year. News of more surgery will likely raise new doubts about his future and the fate of his self-styled "revolution" in the OPEC nation.
Chavez, who has dominated Venezuelan politics since taking power 14 years ago, said he would return to Havana on Sunday.

Under Venezuela's constitution, an election would have to be held within 30 days if Chavez were to leave office within the first four years of his next term, due to begin on Jan. 10.

The president has been receiving treatment at the Cimeq hospital in Havana as a guest of his friend and political mentor, former Cuban leader Fidel Castro.

(AP) ? Two years ago, both the Miami Dolphins and San Francisco 49ers wooed Jim Harbaugh to be their next coach.

The Niners won that courting competition and landed their high-profile man, luring him away from nearby Stanford and giving him a $25 million, five-year contract. And Harbaugh delivered immediately by taking his new team to the NFC championship game and oh-so-close to a Super Bowl as a rookie NFL coach.

Now, he has his 49ers (8-3-1) poised for another postseason run next month, with Miami (5-7) next up on the schedule come Sunday at Candlestick Park.

As rarely as these teams see each other being on opposite coasts and playing in different conferences, they certainly have pursued some of the same faces ? most notably, of course, being Harbaugh.

Then, last spring, 49ers quarterback Alex Smith flew to South Florida for a visit with the Dolphins during a time when San Francisco's brass explored the possibility of signing Peyton Manning.

Manning wound up in Denver, Smith stayed put on a new three-year deal, while Miami drafted Ryan Tannehill. Smith has since lost his starting job to Colin Kaepernick after suffering a concussion against the Rams on Nov. 11.

Dolphins coach Joe Philbin didn't want to get into the details regarding how far talks went with Smith before he ultimately re-signed with San Francisco.

"We had a great visit and I'll leave it at that," Philbin said. "Any relationship takes two sides to tango and I think you should certainly ask him about that, but I have nothing but good things to say about him. I really enjoyed our visit."

Miami's immediate future ? and long-term success, too ? is riding on Tannehill's ability to get a stagnant offense going down the stretch for a Dolphins team determined to finish strong and avoid a fourth consecutive losing season after overhauling the operation heading into 2012.

"You can't win games consistently only scoring 19 points," Tannehill said. "That's a big focus of ours, to find a way to get more points on the board whatever way it is. We have to find a way."

He will face pressure all day from NFL sacks leader Aldon Smith as well as Justin Smith.

Both teams boast stingy, opportunistic defenses and mobile young quarterbacks still learning the ups and downs of the NFL through trial by fire.

Though the 49ers have hurt themselves of late with a plethora of penalties ? hardly the way the NFC West leaders want to be playing in December.

With the season's stretch run ahead and Seattle close behind, San Francisco plans to do all in its power to play mistake-free football against the Dolphins.

Harbaugh, left tackle Joe Staley and linebacker Patrick Willis all insist then Niners need to clean things up in short order.

"We have had some big ones that have really stopped some drives," Harbaugh said. "Some of them were really, really questionable, in our opinion. ... There have been some big ones that have stopped drives or extended drives for the other team. That's not the way we want to play. That's not the 49er way of playing football."

While nobody wants to see mistakes at such an important stage of the season, Staley is convinced some basic attention to detail and the fundamentals might be all it takes to get back on track.

"It's a general trend. We just have to do a better job with our techniques," he said. "When you see some of the holding penalties, it's a technique flaw here or there. Some of those penalties happen in an awkward situation. You don't know where the play is going or it's designed to go one way and it goes the other way."

San Francisco struggled in a 16-13 overtime loss at St. Louis last week and now must be seriously concerned with Seattle right behind in the NFC West at 7-5. The Seahawks, who won in overtime at Chicago, host the 49ers in the second-to-last game on Dec. 23.

Harbaugh is sticking with the athletic, strong-armed Kaepernick this week for the second-year pro's fourth career start. Miami has faced its share of mobile quarterbacks in recent weeks ? losing to Tom Brady last week ? to know what Kaepernick might present.

The Dolphins' defense hopes to do its share of pressuring the quarterback, too.

"I'm always the spy. Every play I'm a spy," Dolphins defensive end Cameron Wake said. "That's my job title. Wherever the quarterback is, you've got to get there."

These Dolphins can relate to the 49ers' mistakes. They gave away 17 points because of a botched a punt, roughing-the-punter penalty and a ? then had a touchdown taken away for another penalty.

Yes, Miami is just as eager for a fresh start after a 23-16 home loss to New England for its fourth defeat in the last five games. This one had a little extra sting watching Brady and Co. clinch the AFC East title on Miami's home field.

The 49ers, clinging to the No. 2 seed in the NFC playoff picture behind 11-1 Atlanta, realize they can't afford any slip ups the rest of the way.

"We're not pressing. We're not panicking here," Staley said. "These are huge games coming up, especially with the situation of us losing last week and Seattle winning. The division's very tight. These four games are huge games, all four of them. We look at it, as a team, that we need to win out and go to the playoffs with some momentum."

Texas Pension Systems Stable, Mostly Healthy, Comptroller Says

Large state pension plans in Texas are financially stable but local government employee retirement programs would benefit from more public oversight and transparency, Comptroller Susan Combs said Tuesday.

Six of the eight statewide plans have funded ratios of more than 80%, Combs said,? but none is fully funded. Most on are track to be fully funded in 30 years.

?Stability-wise, we?re actually in pretty doggone good shape,? Combs said of the Teacher Retirement System of Texas and the Employees Retirement System of Texas, the two largest plans with more than 1.6 million members combined.

The two plans cover 70% of state and local government pension plan members.

The new report on pension obligations owed by state and local governments is the fourth and final series on public finance released this year?by the Comptroller?s Office.

The eight statewide and 81 local retirement plans in Texas cover 2.3 million active and retired members. The six largest plans include?93% of all those covered.

The 89 plans have $206.7 billion of combined actuarial assets and liabilities of $250 billion. The combined funded ratio for all plans is 82.5%.

Combs said local government pension systems are not as well funded as the statewide ones.

"There are some warning signs in Texas," she said at Tuesday?s news conference in Austin. More than 30% of the local plans have funded ratios of less than 80% and amortization periods of more than 30 years, the report.

?Texas? public pension situation doesn?t appear as alarming as the problems faced by some other states, ?Combs said. ?But the cost of these state and local obligations are growing, and we shouldn?t assume that problems will never arise.?

Houston, which is suing its firefighter pension fund to obtain its financial records, was cited by Combs as a warning to other Texas cities. Stockton, Calif., filed for bankruptcy in June due to pressure from generous benefits promised?by its pension system, she said.

?A California-style problem could one day be in the cards for some cities, which has the effect of exerting downward pressure on other parts of your local budget,? Combs said at?Tuesday?s news conference in Austin.

Combs will provide recommendations for changes to improve public pension systems when the Legislature convenes in January, but did not take a position on whether to replace the current system of defined benefits with the 401(k) plans common in the private sector.

"You may be able to have a great defined benefit plan, depending on what's going on,? Combs said.? ?We're agnostic on that.?

The pension report is prompted by a desire for more transparency and is not a call for pension overhaul, she said.

?The challenges facing these systems are significant and will continue, calling for continuing vigilance from ourleaders and our citizens,? she said.

Hamas chief arrives in Gaza for 1st-ever visit

RAFAH, Gaza Strip (AP) ? The exiled Hamas chief broke into tears Friday as he arrived in the Gaza Strip for his first-ever visit, a landmark trip reflecting his militant group's growing international acceptance and its defiance of Israel.

Khaled Mashaal, who left the West Bank as a child and now leads the Islamic militant movement from Qatar, crossed the Egyptian border, kissed the ground, and was greeted by a crowd of Hamas officials and representatives of Hamas' rival Fatah party.

Mashaal, 56, was also welcomed by a group of Palestinian orphans ? children of Gaza militants killed by Israel in recent years ? wearing military-style uniforms. Thousands of Hamas supporters lined the streets as Mashaal and Gaza Prime Minister Ismail Haniyeh drove by, waving and flashing victory signs.

That the visit took place at all is a window on the changing climate of the Middle East and the balance of power among the factions and nations.

Hamas has received a boost from the rise of its parent movement, the fundamentalist Muslim Brotherhood, following Arab Spring revolts ? especially in Egypt. Deposed Egyptian President Hosni Mubarak barely tolerated Hamas, cooperating with Israel on a blockade of Gaza after Hamas overran it in 2007.

Israel, along with the U.S. and European Union, lists Hamas as a terror organization because of its history of attacks, including suicide bombings, against Israelis. Controlling most entrances to Gaza, Israel prevented most prominent diplomats from entering the territory after the violent Hamas takeover.

Egypt's new Brotherhood-dominated regime has welcomed Hamas leaders, negotiating a truce to end an eight-day flare-up between Hamas and Israel last month. Hamas trumpeted that as a victory, despite the new wave of death and destruction in the territory under its control in Israeli airstrikes, meant to stop daily Palestinian rocket attacks.

More significantly, in another precedent-setting series of events, the Egyptian prime minister and other foreign diplomats visited Gaza during the fighting, crossing in from Egypt, just as Mashaal did Friday.

"I have been dreaming of this historic moment my entire life, to come to Gaza," Mashaal told reporters as he stood alongside senior Hamas member Mousa Abu Marzouk and Hamas Prime Minister Ismail Haniyeh. "I ask God to give me martyrdom one day on this land."

Mashaal appeared before the charred car of Hamas militant chief Ahmad Jabari, assassinated by Israel at the beginning of last month's round of violence. The eight-day conflict was the bloodiest round of Israel-Gaza fighting in four years. Militants launched hundreds of rockets on Israel and Israeli warplanes targeted an equal number of Hamas targets.

Mahmoud Zahar, senior Hamas member, said Mashaal's first visit was in celebration of Hamas' gains in the latest round of fighting.

"He should return after a victory," Zahar said. "This return came after a victory."

Mashaal's visit, though widely cheered, is nevertheless sensitive because of Palestinian political infighting. Mashaal, considered more pragmatic than Hamas' Gaza-based hard-line leaders, forged a reconciliation agreement with Palestinian President Mahmoud Abbas, who rules the West Bank. But the Gaza-based leadership, unsupportive of the agreement, has held up implementing it.

On Friday Mashaal asked aides to remove a red carpet laid out for him and refused an honor guard ceremony for his arrival. He appeared sensitive to the fact that Abbas still has not visited Gaza since Hamas wrested control of Gaza from his Fatah Party.

Palestinian officials in the West Bank expressed hope that Mashaal's visit would help finalize the Palestinian political unity deal.

Israel, which is reluctantly coming to terms with the shifting Palestinian power balance, mostly kept silent on the visit. A Foreign Ministry spokesman said Israel did not differentiate among various Hamas leaders.

"Hamas is Hamas is Hamas," said the spokesman, Yigal Palmor.

Fifteen years ago, Mashaal was nearly assassinated in Jordan by Israeli agents who squirted a deadly poison in his ear, narrowly escaping after the U.S. forced Israeli Prime Minister Benjamin Netanyahu, then serving his first term as premier, to provide the antidote.

Now a bolstered Mashaal appears in Gaza undeterred by neighboring Israel. Mashaal referred to the assassination attempt by "the foolish Netanyahu," saying, "God was stronger than him and his conspiracy."

Thousands of masked Hamas militants deployed throughout Gaza to protect Mashaal's convoy, with rocket propelled grenades, assault rifles and anti-aircraft weaponry in tow.

During Friday's visit, which was timed for the 25th anniversary of Hamas' founding, Mashaal also paid homage at the house of the group's spiritual leader Ahmed Yassin, who was paralyzed in a childhood accident and killed by a missile fired from an Israeli helicopter on March 22, 2004.

The assassination came at a time of heavy Israeli-Palestinian fighting that saw Hamas suicide bombers detonate their explosives inside buses, restaurants and other public places across Israel.

"The resistance was launched from this humble house, Yassin the giant of Jihad operated from here. We pledge to continue his path," Mashaal told reporters at Yassin's house, which has been turned into a museum of sorts. Yassin's sons and grandchildren greeted Mashaal, who stopped for a few moments by Yassin's broken wheelchair.

Read This Article First - Health Care

Health insurance could be a short term and long term live saving investment. When you are thinking about purchasing health insurance, you must research independently and then have a good question and answer session with your insurance agent. These tips can help you buy the correct health insurance.

When thinking about health insurance via your employer, check your loved ones? health and your personal health. If there are no foreseeable or imminent health problems, you may feel that it is appropriate to buy insurance that is less costly. While this may be cheaper initially, this could cause risks if problems develop.

Learn all the health insurance laws, requirements, and regulations in your state before you purchase health insurance. You might want to ask yourself if your laws have any protection for people that have medical conditions? Knowing about the local regulations can help you to be sure that you are being afforded all of the options you are entitled to by your insurance carrier.

Think about all the costs involved in purchasing a health insurance policy. Deductibles, premiums and co-pays can be hard for someone to understand so make sure you you add up the costs of everything before you purchase the insurance.

Choose the health insurance policy which fits your needs to a ?T?. There are many different plans to choose from, including PPO, POS and HMO. Each can be significantly different than the other, so really consider each before deciding. Importantly, double-check that your current doctor is available for use in any plan you are considering.

Because of certain laws, private insurance is not allowed to be purchased from another state. Depending on your rules, a hospital in another state could be outside of your coverage area. Check with the insurance company before you sign up for the policy to avoid disappointment later.

Carefully examine the relation between your doctor of choice and the health insurance company you are considering. Doing so causes extra costs if your doctor is not part of the network.

Health Insurance

Health insurance encompasses a wide variety of factors which requires you to be prepared and organized when choosing your policy. When you get started, be sure to have all of the documents that you will need ready to go. Also be sure to know what you want and need from your health insurance, be ready to talk about it, and spend some time researching which ones look good to you so that you are happy with your insurance policy.

Look into flexible spending accounts. Some people find this kind of plan a helpful supplement to health insurance. You can save a lot of money for medical expenses by opting for an HSA, because this money will be deducted via your pretax income rather than paid in at the end of every month. Prescriptions and medical costs can be paid with these funds; however, these accounts do have disadvantages, so be sure to learn the details before you open an account.

Hiring an insurance broker is an advisable option if you feel lost while searching for the right health insurance plan. A broker can assist you in finding the right health insurance plan for you at a price that you can afford. They also know about all insurance laws definitive to your state. Prior to choosing an insurance broker, compare prices.

While searching for catastrophic health insurance coverage, you must take the time to gather as much information as possible. Make sure it covers the catastrophic events that you?re worried about. After you purchase the policy, set up a specified savings account. Make regular deposits into this account so that you will be able to afford your deductibles if anything catastrophic occurs.

Health Insurance Coverage

As the guide above mentioned, see to it that you are asking the right questions when it comes to the health insurance coverage that you are considering. Doing research will help you find the best company and the coverages that you need. By implementing the advice from the text above, you can begin to make the best choices for your health insurance coverage.

3 US men plead not guilty in terror plot case

RIVERSIDE, Calif. (AP) ? Three California men have pleaded not guilty to terrorism-related charges for allegedly plotting to kill Americans overseas.

Ralph Deleon, Miguel Santana Vidriales and Arifeen Gojali entered their pleas Wednesday in a Riverside courtroom. A trial date was scheduled for Jan. 22.

The three were indicted on a charge of conspiracy to provide material support to terrorists. If convicted, they each could face up to 15 years in prison.

Federal authorities say the men planned attacks on military bases overseas and were caught as they planned to board a plane headed for Istanbul en route to Afghanistan.

Investigators said the trio was going to meet up with a ringleader, 34-year-old American Sohiel Omar Kabir, who also is facing terrorism-related charges. Kabir appeared in court Tuesday after being returned from Afghanistan.

The Marriage Penalty Isn't Only a Tax Term

After my first marriage broke up, I spent fourteen years as a bachelor in Manhattan before getting married again.

Naturally, I made full use of this extraordinary opportunity. I dated numerous women, and in perhaps seven instances things went far enough that one party or the other started talking seriously about the possibility of getting hitched. ?Whereupon the other party demurred, and before long the relationships sputtered to their inevitable conclusion.

The problem, I now see in retrospect, is that the state of New York permitted heterosexual marriages. If heterosexual marriages had been forbidden ? just as homosexual marriages were until recently ? either my girlfriend or I, depending on which of us was uninterested in marrying, would have had an airtight excuse.

?I?m sorry, dear, but as much as I would love to marry you, and spend the rest of my life coping with your eccentricities, it isn?t permitted. Let?s continue on with our idyllic relationship, which no doubt will last a lifetime anyway, and hope for a better day. Maybe we could even band together with other couples suffering from the same discriminatory plight, and lobby our legislators for the right to marry members of the opposite sex.?

Instead, perfectly sound relationships fell apart because one party wasn?t committed enough to suit the other. Tears were shed. And both parties found themselves back in the dating grind ? which is, I can assure you, much less pleasant than having someone around that you can count on.
Some states, like New York, no longer ban homosexual marriages, but most still do. I don?t think the homosexual residents of those traditional-marriage states appreciate how fortunate they are.
Really, getting married is a terrible idea, even if it means that you get better tax treatment and qualify for other government benefits that might not otherwise be available to you. I?ve got news for you, my gay friends, President Obama has his eye on your pension and investment portfolios, and his hand in your pocket. The day is not far distant when you won?t have a penny that the government can?t call its own.

But I digress.

Nowadays, half the people who get married soon find that it was a mistake ? and I?m talking only about those who go ahead and get a divorce. ?Nobody can persuade me that everyone who remains married is happily so.

I have to admit that homosexual marriages offer certain advantages that heterosexual marriages do not.

For example, there is zero chance of an unwanted pregnancy, so nobody has to feel the pangs of guilt that follow an abortion. (You do feel guilty, don?t you, ladies?)
When two men marry, probably neither will throw a fit if the other leaves the toilet seat up, or swills beer and grinds potato chips into the rug while watching a football game.

When two women marry, and it gets to be that time of month, there will be full understanding ?between them, not sturm und drang. In fact, very likely their periods will become synchronized, and they can both truthfully say: ?I feel your pain.?

Also, it?s unlikely that either of two women married to each other will throw a fit when one of them backs the car into a wall at the parking garage, or spends four hours at the local boutique deciding which blouse to buy.
Fortunately, there is still free mobility across state lines ? ask any illegal immigrant ? and you gay couples don?t have to stay where you are if your state legalizes same-sex marriage. There are lots of states that won?t let you marry your partner ? list available upon request ? and you can go to one of them if you truly want to live happily ever after.

Rising Online audience in the Middle-East and North Africa | Blog ...

The Middle East is one of the wildest developing and noteworthy marketplaces in world sport, as well as a dominant source of speculation in sport. Offers for the Olympics in 2020 and the football World Cup in 2022, as well as amazing reserves in Formula One motor racing, horse racing and training schools of European football clubs, prove the power of concentration, the gravity of resource and the mechanical proficiency kept by sport business interests in the county.

Also the region?s consumers spend more and more time online. Online shopping is one of the activities that one would expect to increase in popularity. As the internet access is growing and covers a significant portion of the whole population, most of the people use it for news and online shopping. They use it in Arabic and English and many are expatriates. They tend to be younger, male and single more often than the general telephone owning population. Most are highly educated and employed or students in middle and upper social classes. Most of the internet users across the Middle East & North Africa (MENA) proved that online shopping habits are emerging within them thus making a sense of the region?s consumer e-commerce market.

With the increasing trend in information technology, countries are now at their peak to satisfy this rapid demand. With growing demand, now many online portals have live chat support for website, which helps the users to get online help at their fingertips. However, from the recent research, it has been proved that this trend is more common among males as compared to females. Males have been obscure to marketers in previous years. But, technology has given many dealers, containing small-business holders, a method to grasp the consideration of men. One of the most popular ways is done through the use of internet. Many men including the younger ones are confined spectators watching via desired means that includes blu-ray player, game console and set-top box and also the television with inside arranged internet link. The most common habits of male online shoppers in MENA are:

  • They don?t feel bad in watching advertisements; pre-roll, whether these are in short- or long-form, in order to enjoy some video or other television program.
  • They seem to prefer to pay a subscription or a fee as compared to enjoy it at free of cost if they have to view advertisements.
  • They are used to select YouTube, Netflix, Amazon and Hulu as their favorite applications.
  • They feel comfortable with the live website chat support installed on most of the online portals.

If we talk about gender division as online sports audience, we will conclude that sports viewership is a guy thing with male accounting for 80% of total audience, 17% above market average; however there is a small proportion of females who are attracted to watching sports too. Football is the most watched sport with online audience share of 72%.
